does anyone know where i can find the scripting in html or java for a mouse over side menu or mouse over drop down menu for front page 2000 or dream weaver 3.0?

It doesn't matter which editor you use! It never will. You can always enter code directly into html.
 
In addition to what Egon suggests, try www.brainjar.com. It has a great menu system.
