Identifying a Waltham Watch

I have a watch I'm having trouble identifying.

Size: 16, Mfg: Waltham, S/N: 23,0xx,xxx
Marked: Crescent St., Waltham Mass, Adjusted, 5 positions, 21 Jewels
Model: 1899 or 1908 not sure; it might even be another model.
Dial: Double-Sunk, large Arabic numerals, black diamonds at hour
marks, marked Waltham
Hands: Large bright blue hands
Case: Open face
Other: stem at 12:00, lever set, Gold Center Wheel (GCW), Gold Jewel
Setting (GJS)

I have the book "Complete price guide to watches" (2000 edition) but I
can't find this watch, exactly.

I cannot find a generic Waltham that has 21J and Lever Set.
I don't know if this is Crescent St but even if it is, I don't find
any mention of GJS or GCW.

It looks like an 1899 or 1908 but both models use the same picture so
I don't know which it is. I'm not even sure it is this model because
the jewel settings are a bit different and the regulator is different
for these models.

Anyone know for sure what model this is?

If the pricing guide does not mention GJS or GCW, for a model, does
that mean it is a different model, if it has GJS or GCW?

If the picture for a model shows two models for the same picture, how
does one know which model it actually is?

From my Swigart parts guide it looks like the 1908 model, P grade - the
regulator is the "4889a" variation that matches this picture in the book.

Waltham models 1899 and 1908 are so much alike you need the complete
ser.# to tell them apart. All parts are the same for both models with
the following exceptions; balance cock, p grade using 4889a regulator;
crown wheel washer; crown wheel; and winding pinion.
From the piece of ser. # you give, I'd say your watch is a 1908 model.
