For a cleaning and oiling, you should be looking to pay around $50 - $60.
If you can, contact a watchmaker directly to have it done. If you take it to
a jewellers, they will have to take their cut so the prices are invariably
higher.

Here in Australia you can expect to pay anywhere between A$70-120 for
a straight service on a standard pocket watch, which will generally
include fixing some of the minor problems too. In my workshop a
'service' always means full dissasembly. There is no so called "clean
and oil", i trust that is the watchmaking term for a backyard job.
Whether ultrasonic or conventional cleaning is used matters nada, once
the watch is properly disassembled. Ultrasonic cleaners however, tend
to be fully automatic, so it's better for us timewise not having to
change jars.
But then, there is the good old DuoLube cleaner, that some of these
"quick 'n cheap" places do use, for which the inventors and users
should be poked in the eye, castrated, then beheaded. In that order if
possible.
