sounds like the clock is in need of a good service, it should strike the
number of hours on the hour and one for the half hour, clocks were
marked "foreign" for sale on the british market during 1920/40s to
denote clocks that were not made in britain.

The "Foreign" was necessary on clocks imported from Europe to Britain
about 1930-35. Intended to protect the English clockmaking industry.
If there are two gear trains (indicated by two winding holes), it is
intended to strike the full hours. You'd better have someone
knowledgeable clean it, and see what is causing the mis-strike.
Passing strike needs only one train.
You will damage your clock if you run it long after it tells you it
needs cleaning.
