Cement wall painting?

I have a cement wall (same kind of cement used for foundation) that supports
my driveway (my house is on slope). I want to paint it white as a nice
contrast behind a trellis for climbing plants. It is fairly smooth (and it
does not matter if it is rough), dry except for a bit of moss on one
vertical seam which goes when the spring days get longer, about 9 feet high
by 15 feet wide. Do I need to seal it with something before painting(with
what?), what kind of paint would be best and easiest and cheapest?
