I have vinyl siding on my house and I have hopes of putting a deck onto
it this summer. Is there anything wrong with attaching the deck ledger
board to the house over the vinyl siding? I've been told to remove/cut
the vinyl siding and either apply flashing or use washers to give water
room to drain. It seems like I could just attach the ledger board to the
house (using carraige bolts, into the outside floor joist band thingy)
and compress the vinyl in between the ledger and the house. Bad idea?

Very bad idea! The vinyl will compress but it is not flat and will not
compress uniformly and probably not completely. I would definitely cut it
and install J channel after sliding a piece of flashing behind the vinyl.

You may want to consider a free standing deck if the support posts aren't
too high. If not, flash the interface well so water won't penetrate. I
had to replace 28' of perimeter band on my house with pressure treated
lumber after moisture rot took it out.

If you bolt it to the house, use standoffs so that there is a 1" air gap
between the house and deck. You can periodically wash this area with a
hose to remove leaves and debri. Otherwise, contact can
induce moisture rotting problems.
