EPA ban on oil-base paint??

EPA maintains a web site at http://nattie.eh.doe.gov or gopher
nattie.eh.doe.gov 2010 where you can find out. They also maintain 12 lists
on warious subjects you can subscribe in areas of interest. Lots of luck

There are a few primers that allow applying latex paint over any kind of
paint. I use Zinsser¹s 1-2-3 -- a latex primer that sticks over almost
anything -- and it allows latex paint to stick to oil paint, metal, PVC
(remove oily finish first), etc.

As I indicated earlier, paint manufacturers are attempting to maintain the
effectiveness of oil-based paints by making an oil-water emulsion. The
jury is still out, but there is a good chance that this approach will be
effective in preserving the better qualities of oil-based paints while
keeping the VOC emissions at a low level. The EPA has made some noise
about a zero-VOC limit, but I doubt that they will go that far any time
soon.
