Wall painting on pulpboard

I am taking off the wall paper in my bathroom and plan to repaint it. Now
underlying the wall paper, is a layer of old paint. I just found that on
some areas, the paint is gone, and the surface cover of pulp baord comes
off. What I have to do is to paint on the pulp stuff. I wonder if there is
anything I can use to put on the damaged pulp board? I am fraid the normal
paint won't stick to the pulp board.
