Replying to my own post here, but I found this solution after some more
searching. I'll post it in case anybody else ever happens to look:

Try this:

1. Turn on the device you want to control (vcr, satellite receiver,
etc.)

2. Press and hold the button you want to program. While holding
the device button, press and hold ON-OFF until the LED on the
remote control turns on, then release both buttons.

Note that the AUX button can only be programmed using direct code
entry.

3. Point the remote control at the device and press and release PLAY,
then wait five seconds or until the LED stops flashing.

At this point the remote control is searching for the correct code to
program. If, after five seconds, the device you want to control does not
turn off, press and release PLAY again to tell the remote to search the
next set of codes.

Continue pressing and releasing PLAY until the device turns off or you
have searched through all of the codes. There are 20 total sets of
codes. If the device does not turn off after pressing PLAY 20 times,
then the remote cannot control that particular device.

If the device you want to control does turn off:

1. Press and release REVERSE, then wait two seconds. Repeat this step
until the device turns back on.

2. To finish, press and hold STOP until the LED on the remote control
turns off.


Still no luck with the VCR issue, though.

Your problems are typical with cheap universal remotes, most of which are
made by universal, which makes the one for all remotes
Go to remotecentral.com, these are the go-to guys for remote problems of any
kind, if they cant help then thereas no help out there.
You might want to think about investing in a more expensive universal ,
something like the sony touchscreen.
The one for all cinema series has some of the problems you describe but
works a little better, and runs about 30 bucks, but at that price dont
expect much
