it seems that the wealth of emperors depended on their ability to make
goods and services from the provinces commercially available to the
roman people. Money does and its valuation do not come out of thin
air...but out of a web of transactions that make for a market economy.
It seems to me that emperors had a slick monitary exchange advantage.
Gaining timber, gold, salt, silver, copper, wheat and other commodities
at cut rate prices in the provinces and selling them dearly to the roman
populace would certainly be an explanation of what really made imperial
power imperial?
the nitty gritty world of roman warehousing and supply chain managment
is something that makes me curious now. Emperors provided organization
to facilitate trade. the whole idea reminds me of americanized
globalization in that it is increasingly putting many commidities into
top down control corporations.
The history of empires is probably more of a story about advanced
technological advantages and of trade monopolies.
failed monopolies such as Hitlers and Stalins' 1. had inferior
technology and 2. Lacked the ability to develop actual and real trade
monopolies.
durring the same period of time the USA maintained the advance
technology edge and its trade monopolies were pretty solid.
Its also interesting to now find out that the US had last senario plans
to take the mid east oil fields by force under Nixon if the Oil Embargo
went on too long. I suspect it would have done a lot for america if it
were ready to become that kind of empire.
Given the continued involvement of the goverments of the mid east to
foster and finance terrorism against the usa it seems that the oil field
confiscation may soon become necessary....

Vespasian, as were other generals, was given the sale of slaves as his share
of the spoils - under both the Republic and the Empire. Lots of slaves sold
meant lots of money.
The emperor had a private fisc, which was his own funds and revenues that he
used liberally for benefactions, endowments, famine relief etc, and the
public fisc which was used for the administration of the empire. Nothing
underhand or wrong about that.
