Ha! What are the odds? I just dropped in here from rec.running.
Anyway, couple things:

1. Hydrocortizone cream is usually pretty good for clearing up skin
rashes/chapping. Go for the 1%, the strongest you can get OTC.

2. Go to a bike shop, buy some bicycling shorts with a chamois
lining. Cyclists use this to keep their privates dry during a ride.
It soaks up the sweat away from the crotch/rear area. Just make sure
to wash the chamois periodically (and, come to think of it, the
crotch/rear area <grin>...).

3. DO NOT be embarassed to talk to a medical professional about it! I
had a similar problem in a similar area (thank God for the anonymity
of the 'net...), and the doc acted in a professional and detached
manner, as they all usually do. He/she may be your best ally in
fixing this.
