purely cost its got 'clown' in the title#1 lol

It's along story, it was originally created as Usenet performance art
relating to a anti-globalisation project called Happyclown.

You can find an archive here: http://archive.groovy.net/happyclown/

That was back in 1996, IIRC.

Since then it has gone through different eras, most notably occasional
used by actual clowns. Which is cool.
