I'd go with an Orwell / Men in Black theme myself.
Have a Men in Black character ask for "Identification papers citizen,"
then wave a wand over the back of their neck which beeps alarmingly. Then
say, "These terrorists have no identification implant" take them to
detention. Have them stand in a wooden black closet for 2 minutes while a
thin line of light moves up the cabinet walls about 20 times quickly (a
pulley loop with a small battery-powered light attached to the loop provides
the effect of going underground). Then a thump from the bottom (could be a
simple lever on a string attached to a rubber mallet) signifies they reached
the sub-basement. Which should be isolated from being able to view the
outdoors.
Then have another agent (who looks much less human by means of a hard
plastic human-faced mask covered with a liquid latex skin with a "human"
texture) take the "terrorists" to normal living room and offer them rice
cakes. There should be a noise by the visible glow in the dark clock (to
draw attention to it as later it should appear to have jumped forward by an
hour).
Then comes the tricky part. A remote control car (with two levers for
accurate remote control on the remote) covered under a black-painted bowl
and a snakelight with a lime-green cover should move around on the floor and
"inspect" the subjects. It should of course leave quickly after inspection
and the MIB shouldn't allow the subjects to touch or inspect it (also
requiring someone other than the MIB to control the car out of sight).
Then the subjects should be alerted to the clock "time loss" and be
scanned with another wand which beeps a positive noise. The agent should
then tersely thank them for their time and take them to the elevator box
closet (doesn't have to be an actual closet, but a box set close to the wall
with white trim making it look as if it were part of the wall along with a
small ramp to conceal the light motor and the floor thump lever which is
operated by the agent outside the box). Have the second agent scan them
again and then give them candy.
The idea is a low budget feel with a five minute "inspection" /
implantation weirdness. The end should leave the people feeling odd and
disquieted and like they've been implanted with tracking devices.
