If you want to pay for NOS, the usual suspects are Mullard, Amperex, RCA, GE.
I really liked GE 7189s in the outputs and a globe Amperex 7025 in the 1st stage
of my '64. The first tube seems to have a lot of influence on the tone
compared to the others. I tried a few before one stood out as being especially
harmonically rich.
Don't have an opinion on current production ones.

If it's a real old vintage AC30, do yourself a favor and
find some NOS. Mullards can be found, at a price, and
they sound great. Have a tech check the cathode resistor
to see if it's old and worn. The cap too. *IF* you have to
replace that cap, invest in a high voltage (100+) NP one.
Now watch some folks insist a NP isn't needed, and no it's
not, but such a cap is often far better made then some
cheap 50vt pol cap. Make sure it's not close to the resistor.
If you really want to have some fun, use seperate resistors and caps
for each output tube, doing the correct math concerning values.
This is how the 1st AC100s were made, and all the AC30's I've mod'd
this way sounded much louder, esp at lower vol, and much tighter
low end. EVERY customer LOVED it. My early 60's one I rent out
has it. It's rented every weekend now till Oct. Folks ADORE it.
Also, does it have Blue Celestions? Not those blue framed ones
with the plastic cheap covers, but Alnico metal units? A must.
When I worked for Vox's US agent (Pr1mo) during the Rose Morris
days, tubes were the biggest problem. They either made or
broke a amp. We went thru 100's of them to get 16 good ones.

Never was crazy about 7189's, but yes, the 1st tube in most ANY amp
is the most important. PV 5150's *H*A*D* to have a good 1st, and
real Hiwatts too, due to no input resistor. Plug a 'Rangmaster' into
a Hiwatt..watch/hear the fun. They were made for each other.

Yes, too hit or miss. And the AC30 is fickle..

Preamp? If so, a few years back when I did my "blind taste test" of
preamp tubes in V1 of the Marshall 2204, the Ei came in second to the
Mullard. The OLD Telefunken looking one, not the newer silver plate,
which I did not like.
I've read that that Ei can be microphonic, but the ones I have seem to
be fine.
I sold an amp recently, and it might've had my Groove Tube Ei's in it.
I'll have to check to see it I can find them in my stash. But I have
enough real Mullards to fit my AC30 clone, so it's not that much of an
issue.
I also have some Mullard EL84 that are waiting to go in.
It probably originally had Brimar tubes, VOX used Brimar in mid 60's.

The EI ECC83 was decent, besides some of them being microphonic. Weeding
is necessary.
The EI EL84 was IMHO a really great sounding tube. Lots of them have
been fitted to AC30s in the past without any notice that "real mullards"
were no longer available. The EI EL84 was known here as the "Siemens EL84".
Other EIs were IMHO garbage. Especially their "EL34" types.
