I have been shopping around for a 1959SLP Marshall head (afaik used by
Billy Joe Armstrong on Green Day's Dookie album, 1994) and I noticed
they are becoming slightly harder to find these days than they used to
be.
Also, I noticed that they cost usually at least $2000.
I was trying out Marshall Valvestate combo amps at the music store but
I noticed they didn't have quite the same warmth and brightness as a
1959SLP.
Which combo amp (head and speaker in one enclosure) would sound most
like a 1959SLP while not costing more than $1500? Would it be a
Valvestate or some other kind of amp? I believe the Valvestate is 100%
solid-state, whereas the 1959SLP is a tube amp, so I don't know if
Marshall offers a cheaper combo amp with tubes or if that price range
is just solid-state.

I thought Marshall Valvestate amps use 1 valve in the preamp section, but
are solid state for the rest...

You'd be better off sticking with pure tube amps. You can build a
"Plexi" kit for under $1,000.

Ask these guys about it. They sell parts to the better kit suppliers.

Are you looking for a high power version or bedroom level is ok?

If bedroom level is OK look at the Marshall Class5.

I've heard that Splawn amps mimic some of these tones, not sure which one to recommend though but they're for the most part Marshall clones, might be worth checking into.
