Does anyone know the best solution(s) for making photographs look like
a painted image? I have CS2, but I heard that a product called Buzz or
PaintMaster Pro used in combination with PS is the way to go.... any
ideas? Thanks!

I take it you've already had a play with the filters under FILTERS, ARTISTIC
(not forgetting to play with the individual controls for each filter) - I've
been able to get painting effects with little effort.

I use Photoshop Elements 2 for creating watercolor or oil pastels from
normal digital images and they have turned out nicely. I also use the
gaussian blur tool to "disturb" the background and then the lighting
effect to add an additional effect. Works nicely. Unfortunately I
don't have enother I can link to to show you right now.
