CS3 help menu doesn't exist in CS4

So totally annoyed with having to go online to read the PS help PDF, I decided
to try and use the 'build a help' thingy I saw with CS3.

I can't find, and don't really know what it was called. And it's no longer
there in CS4. I don't want to reinstall 3 just to find out what it was.

But I figure if I can't get good help with F1, maybe I can use the help menu
with a link to the help PDF on my drive..

So how do I get that menu builder back in CS 4 ?
the menu itself has dozens of extras under it. But not the one to build your
own... At least not where it used to be. Moved or deleted from CS 4?
