In a word, no.

You need to use an icon editor, such as Axialis IconWorkshop (which can read
PSD files) or Microangelo.

I have an icon question, actually I have two of them, can you tell me how or
if you can take any bmp/jpg etc and make an icon like that, if so and how,
and then also I have XP Pro, is there a program out there that will not put
a colored background behind the icons/shortcuts on your desktop, everytime I
get a new desktop or Webshot wallpaper i have to go in and manually change
the background color, it just bugs me, I notice there is no color on mine at
work, there i have just XP Home ed.

you can save it as a gif and open it in iconforge (www.iconforge.com it's
free! well, shareware, and the most acceptible 'nag screen' i've ever seen
