Yes, this was my main irritation when we upgraded at work the other month,
this is assuming that you are using 8.0 or 8.0.1 like myself; try turning
the smart guides off when tying opperations like this. Whether there is
another soluton I'm not sure...

I am having a problem trying to cut even a simple segment with the
scissors. I keep getting this dialog box.

Can't cut the path. Please use the scissors tool on a segment or an
anchor point (but not an endpoint) of a path.

I can't do it on anything! A line, a circle, nothing. It's really
start bug me.

I am usually a freehand user trying to make a switch over to
illustrator, so any help would be appreciated.

You are correct. Smart Guides MUST be off if you want to
use any of the path or anchor point tools. This is so on
both Mac and PC. Adobe calls it a "Know Incompatability"

One other thing that I have found when I imported a figure from dimensions
and deleted
extra lines is a text point remaining in the joint that I did not see. To
clear it I select all and
shift unselect the remaining lines till the errant point shows up and
delete it. Then I could cut.
