Here's what I want to do: build rollover buttons - in discrete layers
- in Illustrator CS and then export them individually to Photoshop for
optimization. But, as the header says, when I choose export to
photoshop, the option for writing layers is inexplicably greyed out.

Can some kind soul shed light on this for me?

Thanks!!!

What do you mean by writing layers?
Try switching to RGB or in reverse to CMYK.

Certain usages of transparency, when transparent objects on one level
interact with transparent objects on other layers, prevent the file from
being written out in Photoshop layers since Photoshop has a more
restricted blending model than Illustrator. Drop shadows are the
easiest things that can do this.

To avoid this, target each layer in the layers palette and turn on
"Isolate Blending" in the Transparency palette.
