A proposal by a local businessman to set up an indoor shooting range at 25
Killarney Rd. is taking shots from neighbours in nearby Lakeside Estates.
Homeowner Lise Berube said residents only learned about the subdivision
application when they received a mailout notice from the Rural Planning
District Commission earlier this week.
"A lot of people are not pleased," Berube said. "A lot of people don't
want it because there are a lot of children around and there will be
people driving in with guns.
"I have a fear of guns and that's practically in my backyard and I don't
believe sound proofing is going to cut it. I'm in the subdivision right
next to it and there are houses right next door. The other thing we're
concerned about is the value of our properties. A lot of people are not
going to want to be next door to that."
Berube has young grandchildren. "It's not even a quarter of a kilometre away
from Killarney Lake where families go in the summertime to swim. This guy
wants to operate from 6 a.m. to 10 p.m. I don't think there's a building
that's soundproof enough to cover a bullet. I can hear people talk at
Killarney Lake when it's very quiet at night ... and he's a lot closer."
The Rural Planning District Commission will hold a public meeting on the
application Tuesday at 9:10 a.m. at the D.J. Purdy boardroom at the Ramada
Hotel on Riverside Drive. Residents are asked to contact the planning
commission office no later than Monday if they plan to attend. Residents
should call 453-2956. Don Goodine of Don Goodine Holdings Ltd. is the
applicant. Goodine said he's hoping to cater to law-abiding gun owners who
want a safe, enclosed environment in which to shoot. "There's about 200
members in the Springfield Club and they only have about a dozen active
people that want to travel up there, although there are handguns that people
want to use," Goodine said. The building would have to be double-walled for
safety and he's working with two engineering firms on the design.
"It's small-calibre, not high-calibre. If you've ever heard a 45, if you
were standing right up to the building, you might hear a little pop, that's
it," he said. "The walls have to be very thick."
Goodine said in order to transport a gun to his proposed indoor shooting
club, you have to have a police-cleared authorization, which includes a
criminal background check. "It's so regulated, I'm not really sure what
people's concerns are," Goodine said. "There's literally thousands of
handguns in this city that nobody's using because there's no place to use
them. "It will all be regulated with range officers and so on."
Goodine said a cement plant is between his proposed business venture and a
housing development. The district planning commission is recommending in
favour of the application provided the indoor range is built according to
New Brunswick standards for design and construction of shooting ranges, that
signs are posted around the property identifying its use as an indoor
shooting range, that the range adheres to the federal Firearms Act and that
hours of operation be limited to between 6 a.m. and 10 p.m. "As the indoor
shooting range will be designed to minimize noise heard from the outside,
staff feel that the operation hours will not cause issues to neighbouring
landowners," stated the planning commission report mailed out to residents.
"The proposed terms and conditions recommended by staff both reflect the
proponent's stated vision of the operation and ensure that the indoor
shooting range will be built to provincial standards, will operate safely
and will not create land-use conflicts with the surrounding properties," the
report states.
The report said the location was previously used as an outdoor shooting
range. "It currently has a ventilation sheet metal fabrication operation ...
Part of the proposed new building would be used for storage for the
ventilation sheet metal fabrication operation," he said. The application is
for three indoor shooting lanes, washrooms and a waiting area. Guns used
would not be greater than 45-calibre. The property bordering the proposed
shooting range includes residential homes, a water and sewer supply
business, a concrete plant, contractors' yards, a metal fabrication shop and
a paving company. The Lions Club is also located a few properties away.
The Estey's Bridge and St. Mary's local service district advisory committee
chairs were advised of the application as were property owners within 500
metres. In his written application, Goodine said if he isn't permitted to
develop the indoor shooting range, he will turn the building into storage.
Berube said in her opinion that would be a far more acceptable use for the
property.

a childrens day care center. The buildings which were former Nike Missle
site buildings are scant feet apart. The small sign in front of the shooting
range says, "East Overshoe Sportsmens Club."
There is no clue that the building is a shooting range, standing outside the
building no gunfire can be heard.
During the week gun owners carrying their firearms in carrying cases enter
and leave the building exchanging pleasantries with parents dropping off
and picking up their kids.
