--The carriage horses that pull tourists along the centuries-old cobbled
streets of Vienna, Austria, will soon be wearing "poo bags" under an
anti-litter ordinance passed by the city's environment council. Neigh-sayers
are enraged, claiming the unsightly diapers will take the romance out of the
horse-drawn-carriage ride.
And, as one driver noted, "Who wants to pay for the privilege of being downwind
of a bag of manure?"
--When ex-con David Horton started smooching with his girlfriend in the stands
at a recent Cincinnati Reds game, he pretty much kissed his freedom goodbye.
The lip-lock was shown on the scoreboard "Kiss Cam" and spotted by Horton's
parole officer, who was at the game and had him arrested for a parole
violation.
--The burglar was clueless - but, thanks to him, the cops weren't. After
breaking and entering, the 22-year-old perp stepped in wet paint and left a
trail of footprints that led local sleuths straight to his motel room.
--A woman from Alexandria, La., led state police on a wild 95-mph chase when
they tried to pull her over for driving a car that didn't have a license plate.
She thought she couldn't be arrested if she reached the safety of her home -
something she said she saw on a TV show. When she finally got out of her car in
her driveway, she learned she was wrong. She was surrounded by an army of cops
and charged with not having a license plate on her car - plus speeding,
reckless driving, failure to give way to an emergency vehicle, etc.

The suburban Long Island husband and wife - and the husband's naughty-nurse
brother - who had public sex on an LIRR train were sentenced yesterday to just
one year of probation but no jail time for their drunken three-way escapade.
Lyle and Francine Greene and Lyle's brother Dennis were also each fined $200
and ordered to undergo therapy by Nassau District Court Judge Dana Mitchell
Jaffe for their refusal to uncouple when asked to stop by a conductor last
September.
The couple, from Massapequa, pleaded guilty to public lewdness and got the same
sentence as Dennis, 40, who was found guilty by a jury in March.
The jury did not buy his unique defense: that he was not guilty because it was
impossible for three people to have an orgy in a cramped, three-person LIRR
seat.
All three refused to comment after their sentencing and Dennis Greene, also
from Massapequa, continued to dodge photographers by wearing a hat, mask and
sunglasses to hide his face. He faces the possible loss of his nursing license
after the public-sex conviction.
Lyle and Francine Greene's lawyer, Vincent Siccardi, defended his clients,
saying Mrs. Greene, the mother of two, "is a good, decent person, who made a
mistake one time."
"These are decent, hardworking people who did something stupid," said the
attorney.
Siccardi said that in a letter to the Probation Department, Mrs. Greene's
family doctor speculated she may have been slipped a dose of the drug "ecstasy"
because her obscene behavior was so out of character.
After her arrest, Mrs. Greene, 40, continued to make out with her
brother-in-law while handcuffed to a police precinct bench and told a
detective: "I like to keep it in the family."
Lyle, 41, a plumber, is "a hardworking family man who is taking care of
business," said Siccardi.

OKLAHOMA CITY - The state murder trial for Oklahoma City bombing conspirator
Terry Nichols will begin March 1, 2004, a judge decided yesterday. Nichols, 48,
could face the death penalty if convicted for his role in the 1995 bombing of
the Oklahoma City federal building that killed 168 people and injured hundreds.
Nichols is already serving life in a federal prison for the bombing of the
Alfred P. Murrah Federal Building. He was convicted on federal conspiracy and
involuntary-manslaughter charges.

A very hungry - but not very bright - polar bear took on the Navy at the North
Pole, trying to turn one of the country's newest warships into a submarine
sandwich. The encounter took place April 27, according to the Navy, when the
new Seawolf -class sub Connecticut surfaced during naval exercises with its
sail and rudder poking through the ice. "When an officer looked around outside
via the periscope, he noted that his sub was being stalked by a hostile polar
bear," the Navy reported on its Web site. Then things escalated. In pictures
captured by the periscope camera, the bear is seen fighting tooth and claw.
First, he chews on the rudder. Then, finding it not to his taste, he contents
himself with batting it around.

Drought drops Lake Mead to lowest level since 1969

LAS VEGAS (AP) - Drought-stricken Lake Mead has dropped to its lowest level
since 1969, prompting southern Nevada water officials to renew warnings about
the area's dwindling water supply.
"This is a wake-up call," said Patricia Mulroy, general manager of the Southern
Nevada Water Authority.
The main source of drinking water for southern Nevada, Lake Mead reached 1,145
feet above sea level on Thursday, Bureau of Reclamation officials said.
The lake, about 30 miles east of Las Vegas, still has almost 5.2 trillion
gallons of water and is about 61 percent full, said Colleen Dwyer, a
spokeswoman for the federal agency.
"We're pretty sure we'll have enough to meet demand," she said Friday.
Officials said the lake level, down more than 50 feet from its high just three
years ago, is a product of nearly four years of drought in the Rocky Mountains,
which funnels water to the lake via the Colorado River.
Lake Mead and Lake Powell, which straddles the Utah-Arizona line, are huge
reservoirs capable of withstanding most droughts. But four years of
below-average snowpack in the mountains is bringing the system to a crisis,
Mulroy said. She warned it is likely to get worse.
"The lakes do not provide perfect protection," Mulroy said. "You can have
droughts so devastating that those two reservoirs, although large, have limited
value."
Las Vegas draws almost 90 percent of its drinking water from Lake Mead, which
was formed by Hoover Dam on the Colorado River.
Nevada also had its water allocation from the river reduced this year because
of an ongoing water war involving California water agencies. The Department of
Interior stopped letting some states withdraw "surplus" river water, a decision
that cost Nevada a small amount of water it draws from the lake each year.
Officials expect the lake level to keep falling. Dwyer said the level is
expected to drop below 1,139 feet by January.
The water authority and regional governments already have plans to restrict
water usage. Landscaping restrictions, rate surcharges, and conservation
measures targeting golf courses, could go into effect as early as this summer.
