A longtime Taneytown Elementary School teacher was arrested and
charged yesterday with sexually abusing five young boys at his school
over the past 23 years, making the fifth-grade math instructor the
third Carroll County teacher in three weeks to be accused of having
inappropriate sexual contact with students.
Harold W. Fair Jr., 49, of Taneytown, was taken into custody about
3:30 p.m. yesterday. He was booked about 6:30 p.m. and was taken
before a district court commissioner last night to face 14 counts of
child sexual abuse, second- and third-degree sex offenses, sodomy and
perverted sexual practice.
He was held at the Carroll County Detention Center on $750,000 bail.
Investigators were called to the elementary school May 22 after an
administrator reported that Fair had inappropriately touched a student
on his buttocks and genital area, according to court documents.
When investigators questioned the boy, he did not disclose any
inappropriate touching and Fair denied that he touched students
anywhere but on their backs and shoulders, according to court
documents.
But after investigators notified the parents of the students they
interviewed, the father of one boy called back to report that Fair had
touched his genitals when he was in Fair's class during the 1981-1982
school year, according to court documents.
The father, 29, and four other former students of Fair's - now 12 to
31 years old - told investigators that the math teacher "paid special
attention to a couple of boys" and it was "common knowledge" that Fair
fondled boys by putting his hands in their pockets under the guise of
"counting change" or "looking for candy," according to the charging
documents.
One former student, now 31, whom Fair had taken to Orioles games and
on rides in his car with the boy's parents' permission, told
investigators that "it guaranteed the student good grades without
doing work," according to court documents.
Fair asked one boy, who is now 12, to get a note from his mother
giving Fair permission to drive the boy home from school, court
documents show. Fair drove the boy home "numerous times" and "on every
occasion Fair attempted to touch his genital area," according to
charging documents.
The fondling is alleged to have occurred in Fair's classroom, in his
Camaro and at his home in the 100 block of W. Baltimore St. in
Taneytown. There, Fair allegedly stripped down to his underwear with
three boys on separate occasions and fondled them.
After one boy complained that Fair's "flicking" of his genitals hurt,
Fair stopped and told the boy not to tell anyone. "I can get in a lot
of trouble," Fair said, according to court documents.
Another former student, now 27, described three years of sexual abuse
by Fair when the teacher was baby-sitting him while the boy's parents
worked and at Fair's home before and after school, on weekends and
during the frequent nights he spent at Fair's house, court documents
show.
Fair gave the boy alcohol and looked at pornographic magazines and
pornographic movies and used sex toys with him, according to court
documents.
Carroll County Interim Schools Superintendent Charles I. Ecker
declined to comment last night on the arrest, saying that school and
law enforcement officials would be holding a news briefing this
morning.
Taneytown Elementary Principal Phyllis Sonnenleiter did not return a
phone message. And Cindy Cummings, president of the local teachers
union, referred all questions to the Maryland State Teachers
Association's attorney, Jim Whattam. He could not be reached last
night.
The new allegations come just as the furor was dying down over last
month's arrests of two young female teachers from Francis Scott Key
High School on charges of having sex with boys they met at the Union
Bridge school.
Kimberly L. Merson, 24, a permanent substitute teacher and
cheerleading coach who worked at Key for two years, was arrested May
19 and charged with having inappropriate sexual contact with eight
boys she met at school.
Merson told police she had provided alcohol to the students, ages 15
to 17, and had sexual relations with them at her home, according to
court documents.
Less than four days later - and the same day that investigators were
called to Taneytown Elementary - police made another arrest in an
unrelated case at Francis Scott Key.
Tracie L. Mokry, a 21-year-old Western Maryland College senior, was
charged May 22 with having sex with two boys she met while a student
teacher in Key's art department. Authorities say she invited seven
male students to her mother's Westminster home for a weekend-long
party where she drank alcohol and had sexual intercourse with
16-year-old and 17-year-old boys.
Both women are free on bail.
Fair, a Taneytown native, has served for a number of years as
treasurer of the local teachers union, the Carroll County Education
Association, and worked with the committee of administrators, teachers
and parents that planned the 1994 addition and renovation at Taneytown
Elementary.
A check of court records did not turn up any prior convictions.
If convicted of the charges, Fair could be sentenced to 20 years in
prison on the one second-degree sex offense, 15 years in prison on
each of the six counts of child sexual abuse and 10 years on each of
the five third-degree sex offenses, one sodomy charge and one
perverted practice charge.

I agree Mikey - and Lisa this one is a little different - the other two were
young female teachers getting it on with teens only a few years younger and
while still illegal - it's more palatable than this..yuck!

I never said it was like the other ones, just that the teachers in
Carroll County are being arrested for sex crimes all at once.

grade i had a crush on a hunky varsity football star named dale (llth
grade--it was a small jr./sr. high school, about 450 kids)--- and i was
convinced that my english teacher, ms. corinna scott, also had a crush on
dale.
(she was 23 or 24.) he was the lead baritone in our choral group, and we
had several practices, and an extrcurricular trip to compete in a statewide
competition--- ms. scott was also one of the choral instructors who went
along.
now i think . . . so what? isn't that natural?? i was 5 years younger, and
she was 5 years older. *it happens.*

My husband (former) was 11 years older than me - I'm 39 now and he's in his
fifties...but if we had met when I was 15 - he would have been 26 and it would
have been illegal.
