I noticed that the RIAA suit against Jammie Thomas from Duluth identified her from her IP address. Is that a modem connection? I thought that only "always on" connections such as cable or DSL could be traced. Weren't phone modems supposed to be anonymous?

Dynamic IPs are not necessarily anonymous.
After the ISP that owns that ip address is identified, the copyright holder could send a DCMA request to the ISP--demanding information about the supposed copyright violator.
