Many moons ago I said that the tripartite initiated looked different to
me and I hoped it would go well. Some one (a very regular) suggested (as
usual) that nothing would come out of it. Well, he was wrong folks! Like
the Pope, he's not infallible after all. And now as quickly as I entered
into contribution mode, I shall depart. I have for many months been one
of those ever so important silent majority. And it feels great just
reading and not contributing. Others should try it. BBFN!

Indeed the product of the talks has been very good and positive for Gib. I
am not so conceited as to believe DCC refers to me in his much-repeated
passage above, but I was one of the scepticals and I have been proved wrong-
and as I said then, I would be glad to be wrong and indeed I am. Not only
was I incorrect in thinking it would likely lead to nothing, the speed of
correction since the agreement has been amazing.

While the Sp had four months under the agreement on 'phones to put the 350
recognition in place, I'm told it already functions. Being in the UK I can't
verify this for myself as you could always et Gib at the end of a 350 from
here, so noting changed from this persepective. Though this change came
about within 48 hrs of the 3-part agreement the relevant authorities are not
for the time being guaranteeing the service as they say they believe they've
thrown the relevant switches but have yet to verify the robustness of the
change as implemented. Fair enough.

Also as far as the de-restriction of the western approaches to the runway,
that too has already been relaxed and the only thing that has so far
prevented its use is unfavourable winds which have required the 'planes to
go in a different direction.

The pesnions issue is one that applies to a far greater extent in Spain than
in Gib, but this will of necissity take some months to pass before anyone
sees a resolution in their bank balance.

Everyone is happy on the above. Where there is some discontent in some
quarters is in aspects of airport administration / jurisdiction / control.
As I understand it I see no area of contention. Maybe I'm misreading maters,
maybe I'm not. It does occur to me though that it all revolves around
Schengen issues. Of course if Gib were to enter the Schengen area, these
issues would disappear and the very peripheral involvement by Sp immigration
officials on airport premises (while remaining at all times on he Sp side of
the border) would disappear as, being inside Schengen already, there would
be no need to gain clearance to enter Schengen.

Many have hailed these talks as removing all restrictions imposed by Franco.
Well no. There are others, and some were imposed by democratically elected
govts in Spain. There are still issues to be resolved on maritime matters,
and the restoration of maritime links. In this I include matters of
cooperation between Algeciras (Sp's busiest freight and ferry port) and Gib
(the Med's largest bunkering port) as regards shipping safety and
environmental emergency matters. The systematic exclusion of Gib airport
from EU directives by Spain, and with the UK's acquiescence, has stopped. Sp
and UK are committed to restoring all that which has been denied in this
matter within six months.

The fact that a hired car registered in Gib is not permitted acess into
Spain is also an issue, and it shold be possible to poermit commercial
vehicles (delivery vans and the like) ought to be permitted across borders,
so that a washing machine bought in Spain can be delivered to a Gib address
by a Sp van, and vice versa, should be allowed. These matters, all arising
since the opening of the border in the early 80s were imposed AFTER Franco's
death so they were not restrictions of his making. However only the airport
issue had sovereignty issues intertwined, and if these have had a
work-around solution, it should be so very much easier to find solutions to
the other matters which frankly were restrictions imposed purely out of
spite.

The steps agreed on 18th Sept have gone a long way to the arrival of
normality for Gibraltar and Gibraltarians. I refuse to say RESTORATION of
normality because things as regards Gib-Sp have not been normal within my
living memory - and I'm not young! There is some way to go for full
normality to reign, but at the current pace and with the apparent will that
suddenly exists, there is a possibility that by 2030 all will be OK

Last I heard a vehicle being driven into Sp had to have the owner present
within, though not necessarily driving.
