The plans to 'contractorise' all the MoD jobs seems to have hit a snag
and Government has issued the following health warning:

Caution to potential contractors.

The Government understands that MOD will seek fixed price commitments
and schedules of rates from any successful contractor in manner that
any unexpected cost increase is to be borne by the contractor.
Companies considering bidding for the MOD Infrastructure Support
Provider contract should therefore bear in mind when formulating their
contract bids that the Government will be considering a range of
legislative and fiscal measures designed to minimise the social and
economic impact in Gibraltar of MOD’s contractorisation and job loss
plans should these go ahead in their present form, and without
negotiations and agreement, and that these legislative and fiscal
measures may have a significant financial impact on any contractor.

I think it will follow the usual pattern. UK contractor comes in eg
Balfour/ Inframen etc they take over the contract and employ the same
workforce on the same terms , apart from pension provision of course
which is a hot potato.

Or like A&P Appledore, who came in milked out the money that
HMG provided for converting the dockyard, and then went bust.

Unless its said by the shrub, it goes like "Fool me once, shame
on you, fool me twice, shame on me."

The only way that a contracting company can win this game is
by adopting the strategy of W.O.P.R. for global thermonuclear
war.
