While the UK is greatly enamoured of its post office network, it is a
frankly quirky little thing. Most of the rest of the world uses post offices
for post - only. Dog licences, TV licences (not reqd in Gib), car tax etc
have their own departments.
Fishing with nets is prohibited and there are SEVERE restrictions on fishing
with spearguns, which basically mean you cannot go to a beach with one. If
this is what you want to do you must use a boat and be quite a distance from
all recreational swimmers. Spear and SCUBA is banned. Rod and line is OK for
sport.
While there is a fair amount of pier fishing, you're frankly not going to
catch much. I don't know how you stand as a visitor to Gib. Anyone in
possession of a Gib ID card can use this at a time when no ships are
expected to gain access to the commercial harbour, with a max of two rods
per person. There are several other places where you can fish from, but
given the rocky bottom way beyond many folks' ability to cast, prepare to
take LOTS of lead with you
Your best bet is to hire a boat and crew. They will know what your licence
requirements are, if any, as well as where to sink your line for a good
chance of something worthwhile. Have a look at

appears not many hire fishing operations have a web presence, some do email,
all are on 'phone and fax.

Dog Licences? You need one in Gib? Certainly not in the UK.
Not any more, but were required (as TV licences in Gib, not that you can get
one of those in the Post Office either in the UK). No idea about dog
licences in Gib, never owned a dog there. Let me list some other things you
get in a UK post office which have nothing to do with post. Cakes,
magazines, sweets, Halloween dress-up stuff for kiddies.
However go into a post Office in Gib and ask to cash in an International
Reply Coupon. See what happens, then do similar at a PO in the UK and watch
the reaction from the person behind the counter.

Halloween. In more recent times some kids, no doubt encouraged by mum and
dad, go about dressed up in these costumes. Not that I've seen one, only as
reported on TV. The point is that neither these kids nor their parents know
what they're meant to be celebrating. Sure, anyone can go online and find
out what it all stands for. But in reality it is not a traditional
celebration(?). It's simply a modern import of American pop-culture, which
some are only too eager to emulate, without the foggiest of what they're
doing. At any rate, to those not accustomed to such pagan carry-ons, it all
looks rather macabre.
To fish in Gib, you need a fishing licenec from Spain.
