It is illegal to sell cigarettes or alchoholic beverages to minors, so the
blame lies with

1. The retailers for selling them.
2. The public for not reporting them
3. The police for not clamping down on underage smoking (and drinking)
4.The Government for not being tougher on retailers.

We CANNOT place the entire blame on governments when we, as citizens do
nothing, if we let the government take the lead we could end up just like
the UK and EU buracrats who throw an avalanche of rules and regulations
whilst ignoring the real problems, an intrusive nanny state where everything
is scrutinised, regulated, and legislated "for your own good".

I +am+ BRITISH, and I +am+ GIBRALTARIAN

btw, if you are ENGLISH, then isn't it time you learned to write your own
language properly?

It's all come's down to the same thing again. the goverment not wanting
to do anything about the problem. Not only is there a problems with
underage smoking here but drinking as well, there is more than one shop
keeper here more than willing to sell drink to a minor. As a parent to
a 14 year old boy and it's worry.

There are also problems with underage smoking and drinking in the UK
and Spain. It's hardly a problem unique to Gibraltar.
