Before you buy.
Check with your library, some libraries have genealogy branches and may have
the census records you seek. You might lucky and live near a NARA regional
center http://www.nara.gov/nara/gotonara.html.

Yes, they are available on microfilm. But Cook County includes Chicago and
requires quite a few rolls of microfilm to cover it in any year.
The microfilms can be searched at no cost at any library that has them. You
will find then at the regional offices of the National Archives, and in some
big-city public libraries.
The easiest way for most people is to use your local LDS Family History
Center. The films might be there on long-term loan. If not, they can be
ordered from Salt Lake City for about $3.50 for 45-day loan.

But don't let the number of rolls of film scare you off. There is a
Soundex index for Illinois for all 3 of those years, available on
microfilm most of the same places you can find the census.
You can find a description of the Soundex coding system at:

and the same places you'd be reading the census microfilms.
