CA Birth Records

I believe that in general CA counties do not provide birth documents
except to the individual or the parents of a minor. May not be the same
in all counties but I do believe it is state law.

I don't think that is true. I have gone to the county recorders office in
Sacramento many times and gotten copies of birth certificates. I was never
asked if I was related. There is certain information that they will not
give out in relation to the information (e.g., birth weight). Otherwise,
for $13 they will give you a certified copy. If you don't need the
certified copy, you can just write down the info (including cert number)
from the microfilm.
