Birth Certificates for State of Georgia

I have a friend born in Georgia in the around in or around
Macon County. He was born in the early 1930's. He has contacted
the local county officials about obtaining a copy of his birth
certificate but has been unable to get it. What State Agency
would have these documents. If you know the answer and know
how to contact them, the information would be greatly appreciated.
