SimCity2000 Highway Bridge

Hey there,
I'm playing SimCity2000 ATM.
Highways are just discovered and I want to build a bridge.
On one place (where I don't need it) I can build a bridge called
"Reinforcement" for the Highway. This bridge allows Ships to pass.
But where I want do build it, it isn't an option. Does anyone know what
allows such a bridge to be build?
