The new WoW 2.0 API finally gives the items inheren iLevel value. You
can always use this value since it is the base of all stats and
modifications and the higher the value, the "better" the item.
This TBC addon includes "Itemlevel" which displays the iLevel value.
Works only on TBC (and possible current PTR):

Or if you really just want to see two tooltips at the same time, I
believe EquipCompare etc. is already available in TBC/WoW2.0 compatible

Nice mod. Do you know if ItemLevel takes into account the deterioration of
stat values as one levels up in TBC?
Itemlevel does not change, its just a "point pool" from which the item
designer can allocate points. Items with +ratings will devalue but it
is not reflected in the change of itemlevel in any way.
That's one area where I am having problems. As my character levels up, I am
not sure how the equipment I am wearing compares to new pieces of equipment.
Maybe it is simple and I am missing something. Does anyone know how to do
this, or a mod that takes deterioration into account?
The new rating system is not simple at all, at least not while leveling
up, since the values change on every new level.
The new Character Screen however hold much more detailed information
about Combat, Defense and Caster stats, so at least while playing you
can easily compare how a new Item will affect your stats.

TBC makes most current AddOns incompatible, unless they are being
rewritten for the new LUA Version 2 stuff.
I think at least EquipCompare already exists in a rewritten Version.
It does yes, I picked it up from a site Rene's linked here a couple of
times (forgot to save it in my favourites) and it does indeed work on the
beta server :-)

True. I am using both Equipment Compare and ItemLevel mods in beta. Even
with these it is difficult to tell when equipment should be replaced as
neither reflects the deterioration of stats. I would guess when TBC is
released most players will keep their existing equipment too long primarily
because they will not see the deterioration. Of course, a player can do
what you suggest and look at the Character Screen stats to observe the
difference in stats when swapping out equipment, but the analysis can be
very complicated.
as others stated, itemlevel and warmath does this. however, these were
succeeded by ratingbuster. see my screenshot below:

if you look at the crit chance, the % in parenthesis is added by the mod
to help those of us like myself determine what the actual % is. item
level is also added below.

If there is a system to the degradation that can be calculated I would
expect the authors of those two addons to add support for taking it into
account fairly soon - at least EquipmentCompare has been regularly updated
and adjusted to changes in the game and to dependencies with other addons.
Can anybody provide links to information about this stat degradation as I
heard about them for the first time in this thread and would like to learn
more.

No it does not do this. It only shows the "static" neutral value of the
item, not what its total effect will be on your char at your level.
Though 2 items each with 18 points resilience will always have the same
effect towards resilience on your char. So it remains a relative good
value to go by overall.
However I know how you "feel". These ratings do feel awkward currently,
us being all used to static final values that don't change when we level up.
