I'm levelling up jewelcrafting and have a recipe that requires cut citrine,
is there a recipe u can get from somewhere to make these?

You don't. They decided to keep the cutting for Outland gems only - they
forgot to edit the Golden Hare recipe though. I imagine it'll be fixed at
some point in a patch.
