I use Bartender and have two rows of action bars at the bottom of my
screen.

The problem is, for the bottom one, where all my main spells are,
pressing Shift and scrolling my mouse wheel causes the action bar to
scroll through all the action bars, even if I have no spells on them.
Since I use Healbot with Shift modifiers, this has caused me to
inadvertently scroll to another action bar.

Does anyone know how to "lock" the action bars so that Shift-mouse
wheel won't move them? For the life of me I can't find anything in
either Bartender or the WoW key bindings interface.

It can be done in the wow key bind interface or in Bartender:

* In the key bindings editor it is under Action Bar Functions and the
binds are called Previous Action Bar and Next Action Bar. Unbind those
two or change it to be something else if you like.

* In Bartender, select Bar 1 and select the State Configuration tab and
untick ActionBar Paging. This will completely disable the standard
paging for the bar so you won't be able to use shift-1 to shift-6 to
change page either.

I had the same issue - Easiest was is through your binding interface,
and just remove the wheel mouse bind from it.

Happened all the time on my mage where I was fighting a boss by casting
a refreshment table at him. I guess I could throw mana cakes at him and
see how much dps that does... :) But same happened on my resto druid
when healing and using the shift bind where it would roll and you start
panicking...When I couldn't figure it out right away I ended up making
my second action bar identical to my first so in case it rolled it
didn't matter. I had been looking for a check box everywhere to lock
it, but couldn;t find it until someone mentioned to remove the key
bind... <smacking head> Doh! never thought to check there... :)

Thank you very much. That worked like a charm.
