It depends on your current gear level and whether you have a trinket
with a proc that increases ArP (Grim Toll, Mjolnir Runestone,
Needle-Encrusted Scorpion).
If you have such a trinket and are near the soft cap for ArP
(i.e. 100% minus the trinket's proc value) or if you are in full
ICC gear and can get near the hard cap without a trinket, then yes.
Otherwise no, keep gemming for strength.
The best way to tell is to download Landsoul's spreadsheet from
Elitist Jerks, import your character from the Armory, and look
at the SEP values it calculates. If the ArP value is higher than
the Str value or at least close, go full ArP.
Thanks I do have Needle-encrusted Scorpion and ArP is 523. So from what you
say I should keep maxing out on ArP. Still find it confusing. I'll check
spreadsheet.

It is indeed confusing. ArP is similar to Hit or Expertise because it
loses its value at the cap. But below the cap it gains more power
the closer you are to the cap, so it doesn't scale linearly.
With a NES and being close enough to the soft cap the spreadsheet
will make it easier for you to choose the best combination of gems.

The Scorpion's proc has far too low of an uptime and proc rate to be
considered for regemming to ArPen. You can go more than a minute
without it proccing at all, and combining the 10% proc chance with the
45sec ICD, uptime only reaches an average of 8-12% at most.
