Is this on a horde or ally character? I don't recall having any trouble
getting the zone achievement on my two horde characters.

Some sub-areas don't have breadcrumb quests leading to them -- you have
to go there on your own. Try opening the zone map and see if small
yellow exclamation marks show up anywhere.

I had the same issue on 3 quests in there, and had to hunt manually for
them. I think there are some small glitches here and there on quests.
For example, for me all those nice yellow exclamation marks that showed
you the beginning of quests threads for those, all disappeared for me as
soon as I hit 90. But as far as those 2, the pickup quest for
Nectarbreeze Orchard starts in a town with some guy sitting on a rock
with a quest "air of worry"

But here's the quest threads for you. You can track where you are using
google and the quest names below and eventually you'll pick up where you
missed something....

*Nectarbreeze Orchard*

In the southwest, roughly halfway between the Serpent's Heart and
Wayward Landing, is the Nectarbreeze Orchard. The farmers have been
surprised by mogu raiders kidnapping pandaren to enslave them!

Did you pick up the quests and then abandon them at some point? If so, the
questgiver you're looking for might be in a cave or hilltop or something,
instead of in the town.

Yea - and that's the main issue they have since introducing phase
questing in cata, and pretty much why a lot of the quests now in the
expansions are linear. You get out of the way they expect or didn't
anticipate you doing and you get messed up. I had the last three quest
chains in this zone messed up because of a glitch in the monastery
opening night. The one where you have to follow the instructors
movements. I accepted the quest, but my interface didn't turn to the
"punch/kick/yell" choices, and just stayed normal. I abandoned the
quest and went to go pick it up again, and it wasn't available. I did
the rest I could find then moved to the valley and picked up there. I
came back here once I reached 90 and got the completes for the other
zones to see if I could find the trail and not be as frustrated as I
could fly around off the ground. Low and behold when I went back the
monastery, the "?" was back, so I picked up again.

I have noticed that the "!" marks don't jump out on the mini-map for me
a lot until the last second, even if I feel I'm right on top of them...
