If an item has its armor value listed in green text, this is meant to
indicate that the item has more armor than an item of this type would
normally have. (Right?)

If a bear druid is wearing such an item (and it's an actual leather armor
item, not a ring or necklace or something), does the bear form multiplier
apply to the whole armor value, or just to the "bonus" part?

The reason I'm asking is that I'm leveling a bear druid and he was lucky
enough to get Slaghide Gauntlets of the Monkey from Urok Doomhowl in LBRS
(which have the green armor bonus), and I'm wondering when to replace them
with an Outland drop. I got a pair of blue "of the Bandit" gloves from
a satchel of goods after a random run of Blood Furnace, and I don't know
if they're better than the Slaghide gloves.

Yep.

The whole armor value - that's usually what's meant by "bonus armor".
This only applies to leather and cloth btw, not rings/trinkets/staves
etc. I was fooled into thinking it didn't apply to cloth either for a
while and got rid of a cloak with a green armor value, oops.

You'd have to compare other stats as well, probably worth using an
addon like Ratingbuster to see exactly how much armour you get from
the Slaghide ones (shift into bearform and it'll adjust the tooltip to
show the values including bearform bonuses) Given the usual difference
between TBC and vanilla items, it may well be better to use the Bandit
gloves anyway, but depends on how much difference you get in armor, if
it's significantly better that might well make up for the lower stats
value.

It only applies to the base armour value - not the bonus armour. This
was changed in patch 3.0.8.

From the notes:

Bonus Armor: The mechanics for items with bonus armor on them has
changed (any cloth, leather, mail, or plate items with extra armor, or
any other items with any armor). Bonus armor beyond the base armor of an
item will no longer be multiplied by any talents or by the bonuses of
Bear Form, Dire Bear Form, or Frost Presence

Ahh, thanks, I misinterpreted that then; knew the trinkets etc didn't
work but thought that the leather/cloth items did. Most had the armor
taken off them anyway though.
