I've been wondering the same thing. There has to be a way to remove the
block, or the tower doesn't have a point. It has to be the same method
used to get rid of that block that's on top of the white box by the
crying door at the top of the Kujara Summit. But I don't know what that
is.

You have to get the torch hammer from the Tower of Strength in the
Kujara Ranch. The torch hammer will break those blocks.
