What's up with FIFA 99?

There's like NO free kicks in this soccer "sim". I usually play 2*10 minutes
and there's on average one free kick awarded no matter how many times you
tackle. And when a free kick is given, in 80% of the cases it's followed by a
yellow or a red card. This aspect of the game sucks, which is a pity since
it's otherwise one of the best games i've ever played. I've tampered with the
ref's strictness in the options menu but still hasn't got the free kick
frequency to a realistic level. Any tips, anyone? (Note: When I speak of
tackles I don't mean those flagrant foul L1-button tackles, with which you
can have all the free kicks you like. I'm talking about normal shoulder or
sliding tackles, which if badly timed should render a free kick. IMHO of
course.)

set the referee bias all the way to the right
i seem to get alot of free kicks without cards.
