I'm no expert, but here goes:

* Both chips fool the PSX into thinking that the CD in question is from the
correct code region and is not a pirate copy.

* The stealth chips sneakily unload themselves from memory and hide
themselves from the PSX CPU (hence the name), so that more recent PSX games
(which often vilely check for the existence of illegal mod chips and evilly
refuse to run if they find one) think that no mod chip is installed.

The stealth chips are harder to install (more soldering dexterity required).

Not really, have had no trouble installing the stealth chip. The stealth chip
shuts down to avoid detection, and I have heard you can modify the older chips
with a switch to shut off power to them to achieve the same result although I
haven't tried it yet.
