In Freezy peak there are speed shoes where the bear wants to race and on top
of the entrance of Freezy Peak. How do I put the shoes on? Do I have to find
bottles? If so where is he

You learn how to use the shoes on another level. You have to come back to
run this race. The mole gives you a different skill on Freezeezy Peak.

on freezeezy peak there is a skill bottles will teach you that will be
needed for gobi's valley and vice\versa...................

Yes, you can find Bottles the mole in Gobi's valley and he will teach you
how to use them.

I think the level you learn it on is the Gobi desert one. The mole
toward the back on the left, on a ridge.
