Onslaught Overtime

I usually play Onslaught and have some questions.

(1) What increases the cooldown rate of an opposing team's core -
holding a simple majority of the nodes or do you have to get to a
certain one?

(2) Is the node status only considered once overtime kicks in or is
credit given for dominance in regular time?

and each core drains at the same rate. That's the standard setup. I'm
sure there are mods that make it act differently.

On a map like Primeval where it's not uncommon to have a stalemate
when overtime hits, then the blue side wins automatically. Sucks, but
that's the way it is.
