You need 8 blank scrolls, a blank rune, a recall scroll and a gate scroll.
Use inscription on the rune and a book will be made, or if you fail you
might waste something.
I heard a rumour that you could use empty spellbooks instead of the 8
scrolls, but have never tried it.

From my experience, you don't have a very good chance for success
until your skill is about 70-75.
The Stratics Scribe Forum FAQ gives several pricing methods, from flat
cost -- typically 1000gp -- to pricing by the charge (the amount of
recall scrolls the book is capable of holding) -- which generally runs
about 100gp per charge.
Some vendors, if you look hard enough, will sell runebooks at just
above cost -- about 300gp -- no matter how many charges the book has.
Other vendors, of course, will charge exorbitant prices.
I've seen Town Runebooks, filled with Runes from all Britannia cities,
selling for 2000-5000gp. Dungeon Runebooks are also rather pricey.
I think the Dungeon Runebooks, or Felucca marked Runebooks (if
purchased in Trammel), are worth the higher price... But you can mark
your own much cheaper. Plus, I don't trust other people's runes.
But that's just me being paranoid.
Another thing to watch out for are vendors charging a lot for "special
'blessed' Runebooks". Don't fall for it. ALL Runebooks are blessed,
from the moment they are created, no matter who crafts them. So long
as they are in your main pack, if you have a dozen of those suckers,
they are guaranteed to be with you after you Res.

They are blessed in any container with respect to staying on your corpse
after death, but if they are in a container and a thief does a random
steal, he can steal the item. Same goes for all newbified items.
I price my books at 400 for a 6 charge book and goes up 50 for each Charge
after that.
The average price of a city book is around 4500 and can go up to over 15000
for a taming book Valorite sites and things like Monsterspawns cos off the
hardness and danger when making the book. all books are recharged by
dropping recall scrolls in to them

them after they've Res'd.
Of course, these people could have had such runebooks in their reagent
bag, which was looted by the nearest monster -- who knows?
I've never had such a thing happen to me -- and from what I can tell,
such an occurrence is rare -- but I thought I'd stick it in there to
be on the safe side.
Hate to tell him, "under no circumstance will you lose a runebook upon
death" only to have him wail, "I died and lost my runebook!!!"

I tried that; I thought I had made a wonderful time-saving
discovery... But in my experience, I've found that I fail more, or
produce books with fewer charges when I cut such corners.

Sure that wasnt before the patch that made all runebooks blessed? It might
have been a prepatch one that wasn't.
