It depends on the difficulty setting. I've never played this level on
Normal. On Hard, the map is in the evidence locker just like Cutty
said. When you pick it up and use it, it doesn't look like a map, just
some notes, but your objective will be checked off. There are a number
of places to get the key. The guard outside has one, one of the Hammers
having a conversation about a low-quality knife has one, and Nammon has
one (IIRC). Who's Nammon? Read the scroll on the bookshelf in the
office where the evidence locker is. It also contains a hint on how to
find him. You'll also find mention of him in the guards' logbooks in
the cell blocks.
On Expert, Nammon has made off with Felix's notes as well as his other
loot from the evidence locker. He still has a key to the locker, so you
might want to snag it and crack the thing open anyway for the extra
loot. Don't forget about the other locker in the room next to the
office with the large iron hammer shrine in it.
Ask back here if you can't find Nammon. He may or may not be easy to
locate depending on your approach to gameplay. I found him the first
time purely by accident. You might want to look for him even if you
don't need him for the map or key - he's got a bit of loot with him.
