I have been running all over this dang map, having found *everything* but
the bracelet! Where is it? Thanks in advance!

Yes its kinda difficoult to find the bracelet :).

I have been having the same problem, but the safe behind the banner only has
the vase in it. The bracelet isn't there. I have crawled all over the
entire map and can't find it anywhere. Is this a bug or something?

I asked some people at eidos. The bracelet is in the same room as the
housekey to donal's... or was it the other guy's? You know, the one with
the fire in the middle of the room and the key's in the bookcase?
Literally, look at all sides of everything you can in that room. It's
there!

Wow, took me AGES to find this one! I can't remember the names off-hand
but if you go to the room where you got the key to Reuben's mansion
you'll find a circular fireplace in the middle of the floor. In the base
of the brickwork is a small metal door (around the other side from the
side door) which opens to reveal the bracelet.
Finding this and Ramirez's Silver Fire Poker were the hardest parts of
Thief Gold for me!
