So your question is 'how do you play SC2K?'
I haven't played it for ages but they're all the same really, zone
residential and commercial near each other, and industrial on the other side
of the city (does 2K have pollution?). Build a power plant near the
industrial and connect the zones with roads and power lines. IIRC 2K
doesn't have water pumps and you just need to put pipes under the zones.
Put schools, police stations etc. next to the zones and hit play. Build
more buildings, add more zones and do what needs doing to meet demands, and
balance the books.

Yes, pollution was implemented since the original. It's also a magnet
for the "monster" disaster.

Simcity 2K was notorious for the water shortages - there was absolutly
nothing you could do in order to fully supply a city with water.
Also, the buildings within the zones tend to be pre-piped.
