Water pumping stations don't pump!

Just recently i my favourite city, my pumps got old and i found it was time
to replace them. I did this, and to my distress, none of the new ones
pumped! Luckily I save my city as a different file with every major chnage
I make, so I was able to go back a couple of files and replace the pumps in
that one-and they worked fine. Anybody know what the hell was going on?

Umm, did you let the new pumps "run" for appx. a month before checking
their output? (They show "zero" for awhile after you put in new
ones)...

Did you place the pumps next to water, such as the river or sea? Is the
power connected?
