I have been playing SimCity 3000 for a long time and have really enjoyed it.
My problem now is that I cannot seem to build a Marina. The Sims keep
asking for one. I am in the year 2253 and I would think that the technology
is available.. Does it have anything to do with terrain?

Yes. Marinas can only be built in water of a certain depth. Too shallow
or too deep, and it won't build. Select the marina from the Parks and
Recreation screen, and then move the cursor over the map until it
changes color to indicate that the marina is buildable.

it also (I think) can only be a few squares from land, and cannot be built
on 'surface water'

And the coast should be even.

Coast has nothing to do with it. That's the seaport.

I have just begun playing SC3000, and when I placed a marina, it fit right in the water.

but when I built my marinas, the blue spot would only show up at even coasts.

Move it out another square; you should be able to build one on an uneven
coast.

1-Make sure the water area is a at least 2 blocks down deep.
2-You can't build on surface water.
3-You don't need a coast line, you can build a simple lake, but make it
deep!
4-And make sure theres enough money and room for the merina, Merinas really
raise landvalue so it's a good idea!
