I downloaded some buildings that have an *.bld extension. How do I
install these into SC3000?

you just put them into the simcity/buildings directory, providing you have
unlimited version, else as said, you need the BAT

I am unable to install BAT on my Win2000 system (SC3000 runs fine
without any problems) because of "missing DirectX 6.0" when I actually
have DirectX 8.0 runtime installed.

Without BAT, will SimCity3000 even recognize these new buildings?

no, without BAT, you cannot use the buildings, and just does not recognise
them...win2000 doesn't support SC3K very well anyway
